Permanent Resident Card: Permanent residents (landed immigrants) must have the new permanent resident card (PRC)to re-enter Canada as of December 31, 2003. The application process for this card is staggered, i.e. the time of application is based on landing date of the applicant. For information and application kits, download forms from website www.cic.gc.ca 
If someone needs their completed application signed, they can go to the Clerk's Dept and ask if an authorized person is available to sign
